The Department of Agrarian Reform (DAR) through the Municipal Agrarian Reform Office (MARO) and the Local Government of Alegria identified another 5 barangays to be included under the ARC (Agrarian Reform Communities) program of DAR to service existing agrarian reform beneficiaries and stakeholders to avail of projects like farm equipments (pre and post harvest equipments), infrastructure facilities and credit financing.
Original 3 ARC barangays are Barangays of San Pedro, Alipao and San Juan launched way back in 1991. ARC beneficiaries of these barangays were extended various programs and projects ranging from Farm to Market Road construction, water systems, irrigation projects, establishment of solar driers and bodega (stock house), on-site farm demos and credit financing.
Seeing the importance of this program and the positive impact obtained, Municipal Agrarian Reform Officer Mrs. Venancia S. Signar and Mayor Dominador G. Esma, Jr. jointly worked of expanding the ARC program coverage to remaining 5 barangays who have also agrarian reform beneficiaries and these are Barangays of Poblacion, Anahaw, Pongtud, Ombong and Budlingin, considered as Special ARC being an ecotourism destination.
Identified ARC barangays are ensured of DAR allocation on programs and projects of this department. Likewise, they will be extended technical and financial support from other national government agencies since the ARC program is participated in by different national agencies such as DPWH, DOLE, TESDA, DA, PHILRICE, DOST, Philippine Army and Land Bank of the Philippines.
Plans and programs will be formulated in the barangay level through the facilitation of DAR-MARO in coordination with LGU Alegria technical personnel who then will be responsible of sourcing funds to those identified and felt need projects to identified ARC barangays.
Formal launching was made on April 20, 2009 at the Municipal Development Center attended by various national government agency officials headed by DAR Regional Director Elmo Bañares, local officials led by Mayor Dominador G. Esma, Jr. and the 8 barangay captains and its barangay council members, agrarian reform beneficiaries and stakeholders.
The message of DAR Director Bañares spelled out how ARC barangays work in order to attain progress in their communities. He stressed further to grab the opportunity of coordinating and collaborating to concerned agencies of any possibilities it can extend to help their communities achieve progress and prosperity.
In the speech of Mayor Esma in this occasion, he admired the program and promised to complement and provide support to ARC.
Before the affair was concluded, signing of memorandum of agreement and support was executed by the different national line agencies and Mayor Esma, representing LGU Alegria. ♥
