The Advocacy for a Clean Environment and its Sustainability (ACES) Program, the integrated environmental management program of the provincial government of Surigao del Norte launched the search for the 1st Governor Robert Ace S. Barbers Award for the Cleanest and Greenest municipality to all 20 LGUs that composed the province. Besides, special awards for Space Greening, Cleanest Coastline/Shoreline, Cleanest Public Park/Plaza. Cleanest Public Toilet, Tourist Friendly LGU, Landscaping and Beautification will also be extended to chosen LGUs and another special awards also for Best Practices on Ecological Solid Waste Management and Best Documentation in relation to this program.
The Provincial Awardees/Winners shall each be conferred with a governor’s plaque and awards in cash, to wit:
A. 1st Prize – Php 100,000.00
2nd Prize – Php 75,000.00
3rd Prize – Php 50,000.00
B. Seven (7) Top performing municipalities -Php 10,000.00 each and plaque
C. Non-winning entries -Php 5,000.00 each and plaque
D. Special Awards in different categories -Php 5,000.00 each and plaque
The Provincial Awards Committee of the 1st Governor Robert Ace S. Barbers Award for the Cleanest and Greenest Municipality was composed of the following:

The following functions of the committee were the following:
1. Initiate and coordinate the necessary activities towards the successful implementation of the search.
2. Assess all municipalities using the prescribed criteria of evaluation.
3. Select the provincial winners.
4. Identify best practices of good performing local government units with existing interventions and innovations in their efforts towards environmental protection for possible replication.
5. Secure funding and counterpart prizes from the private sector/sponsors.
6. Plan and implement appropriate awarding ceremonies for the provincial winners.
The search and evaluation of the participating 20 LGUs in the province started October 17, 2008 and ended November 22, 2008. Awarding ceremonies was held during the Christmas Party of the province at the Provincial Convention Center on December 18, 2008 attended by Municipal Mayors, MPDCs and MENROs witnessed by the National and Provincial Officials and Employees of Surigao del Norte. No less than Hon. Governor Robert Ace S. Barbers, Vice- Governor Noel P. Catre and DILG Provincial Director Rodolfo Nazi handed over the plaques and cash prizes.
1st prize was awarded to the Municipality of Mainit with special awards on best practices on Ecological Solid Waste Management and backyard gardening.
2nd prize winner went to the Municipality of Burgos with special awards as the cleanest coastline/shoreline and landscaping/beautification.
3rd prize was awarded to Municipality of Socorro with special awards on space greening and tourist friendly LGU.
Special Awards on Best Documentation and Best Public Plaza/Park was awarded to the Municipality of Bacuag who was chosen also as among the Top Performer of the 1st Governor Robert Ace S. Barbers Award for the Cleanest and Greenest Municipality.
LGU Alegria was chosen as one of the top seven performing municipalities with special award as the Cleanest Public Toilet in the province of Surigao del Norte. Mayor Dominador G. Esma,Jr. personally received the 2 plaques and a total cash prize of P 15,000.00 from Governor Ace Barbers with Vice-Gov. Catre witnessing the hand-over. Other top performing LGUs were the Municipalities of San Francisco, Gigaquit, General Luna, Malimono and Sison.
