1. GOVERNANCE
1.1 No. of Ordinances and Resolutions passed and approved by the Sangguniang Bayan from July 1, 2007 to May 31, 2008 – 102 measures.
1.2 No. of Executive Orders and Memo-circulars issued by the LCE from July 1, 2007 to May 31, 2008 – 79 issuances.
1.3 Organized and conducted regular meetings of Special Bodies, mostly chaired by the Municipal Mayor, as follows:
– Municipal Development Council (MDC)– On quarterly basis
– Municipal Health Board – Monthly or as the need arises
– Municipal School Board – Monthly or as the need arises
– Municipal Bids and Awards Committee – As the need arises
– Municipal Peace and Order Council – Monthly or as the need arises
– People’s Law Enforcement Board (PLEB) – As the need arises
– Municipal Disaster Coordinating Council – As the need arises
– Municipal Tourism Council – As the need arises
2. ADMINISTRATION
- Formulated the Executive and Legislative Agenda, its plans and programs, covering 2008-2010.
- Operational Municipal Budget of 2007 & 2008 including approval of Supplemental Budgets due to IRA increases.
- Submitted the State of Local Governance Report CY 2007 to DILG & Province of Surigao del Norte thru the PPDO.
- Facilitated partial payments of unremitted premiums (collected from Officials and Employees of LGU Alegria thru payroll deduction monthly) to GSIS, Pag-ibig & Phil-Health including payables due to contractors, local suppliers and SURNECO over due bills of the previous administration.
- Paid legitimate terminal leave claims of personnel formerly employed during the Zamora administration in 1989-1998 then to Aguilera administration without looking back nor questioning political affiliations.
- Facilitated backlog payments of SEF funds to DepEd Alegria District incurred by the previous administration.
- Launched the One Stop Shop Program of processing permits and licenses.
- Implemented the COCP (Certificate of Origin of Coconut Product) as one of the revenue mechanism of the LGU but with the primary purpose of controlling theft as far as processing and selling of copra is concerned.
- LGU Alegria is now link globally thru the Internet at www.alegriasdn.gov.ph
- The current administration procured lap top computers, multi media player and other equipments to upgrade its services.
- Sending of personnel to trainings, seminars, conferences, etc. to enhance competency.
3. SOCIAL SERVICES
- Hired a professional medical doctor dated August, 2007 up to present.
- Regular procurement of medicines of which the municipal health center is the depository place for easy access of indigent patients.
- Regular visits of municipal health personnel to barangay health centers and delivered the necessary DOH programs aside from the daily activity in the main health center.
- Constructed birthing clinic and TB clinic at the vicinity of the Mun. Health Center.
- Acquired Ambulance vehicle thru the CDF funds of Cong. Guillermo A. Romarate, Jr.
- Annual blood letting activity
- Recipient of one school building under the KALAHI Program constructed by the Engineering Battalion of the Phil. Army at Brgy. Camp Eduard, Alegria, SDN.
- Recipient of one school building under the Dept. of Education constructed by private contractor at Brgy. Budlingin, Alegria, SDN.
- Conducted Annual Brigada Eskwela to the entire District of Alegria with DepEd as the lead agency in coordination of LGU Alegria thru the Mun. School Board.
- Provided 2 security personnel in monthly honorarium assigned at Alegria Central Elementary School where the DepEd District is located charged to Special Educational Fund.
- Purchase one (1) unit computer for the DepEd District Office use.
- Recipient of one (1) unit PNP Motorcycle for police operations.
- Strengthened Mun. Disaster Coordinating Council and its committees to respond effectively in cases of emergencies.
- Renewed 500 Phil-Health members for the year 2008 charged to MunicipalFunds.
- Recipient of Phil-Health Coverage Program of Congressman Guillermo A. Romarate, Jr. covering 1,500 indigent individuals.
- Crafted Contingency Plan on Calamities facilitated by the Regional Office of Civil Defense and Local DILG.
- Conducted Rabies vaccination to pet dogs municipal wide facilitated by the Mun. Health Office and Mun. Agriculture Office with vaccine support coming from Regional and Prov’l. Veterinary Office, Dept. of Agriculture and LGU Alegria.
- Installed street lights at the municipal cemetery and improved the road condition in the vicinity
- Installed street lights at the national highway from Brgy. Gamuton going to Brgy. San Pedro.
4. ECONOMIC DEVELOPMENT
- Recipient of farm inputs (foliar fertilizer and knapsack sprayers) from People’s Organization and Development Foundation, Inc. (POPDFI).
- Implemented the 50/50 Scheme Sharing on Rice Production Program from the Dept. of Agriculture with equity counterpart of LGU Alegria.
- Recipient of vegetable seeds under the Hunger Mitigation Program from the Dept. of Agriculture and were distributed to 12 barangays.
- Recipient of IFAD Project- newly completed Concreting of Budlingin Road
- On-going implementation of DENR initiated 20 hectares Agro-forestry project at Brgy. Camp Eduard, Alegria, SDN where PO CEUFA is the implementor.
- On-going implementation of 60 hectares Agro-forestry project with livelihood component at Brgys. Budlingin & Camp Eduard funded thru the PACAP Aus-Aid in collaboration with LMDA and LGU Alegria with partner NGO-Propegemus.
- On-going enhancement activities to upgrade facilities at Lumondo Waterfalls eco-tourism site with financial assistance from Governor Robert Ace S. Barbers of Surigao del Norte with equity counterpart of LGU Alegria.
5. ENVIRONMENTAL MANAGEMENT
- Constructed Concrete Line Canal at Brgy. Julio Ouano and along the Municipal Cemetery Road from the 20% municipal development fund.
- Launching of the Ecological Sustainability & Management of Alegria (ESMA) program on February 14, 2008 in response to the Advocacy for a Clean Environment and its Sustainability (ACES) program of the Province of Surigao del Norte and to the environmental solid waste management program of the national government.
- Installation of check points against illegal logging and mining operations in coordination with PEMO of Surigao del Norte.
- Regular collection of garbage within the government center and the public market area of which soon will be expanded to the barangays given the opportunity of having another unit of dump truck to support the ESMA Solid Waste Program.
