              The National Sector Support for Social Welfare and Development Reform Project (NSS-SWDRP) of the Department of Social Welfare and Development with technical assistance from World Bank included recently the Local Government Unit of Alegria as the 14^th municipality of the Province of Surigao del Norte as recipient under the Pampatawid Pampamilyang Pilipino Program commonly called as 4Ps Program. There are 500 families who are beneficiaries of this program coming from the 12 barangays of the town that will receive a minimum financial assistance of P500.00 up to a maximum of P1,400.00 per household per month for a family with 3 children who are in enrolled in the elementary and secondary schools within the municipality.

            The objectives of 4Ps program are the following:

1. Provide assistance to the poor to alleviate their immediate needs.
2. Break the intergenerational cycle of poverty through the investment in human capital i.e. education, health and nutrition.

Partner Agencies: 

4Ps supports DSWD’s vision, mission and mandate and is aligned with the Department’s goals of reducing poverty and empowering the poor. It also designed to promote investment in human capital among poor families with 0-14 years old children.

            These 500 household beneficiaries are being selected through the saturation survey/assessment of households in 12 barangays and selection of poorest households shall be based on a ranking system using the Proxy Means Test (PMT) as provided by DSWD Central Office, Manila.

            On November 24, 2009, Hon. Mayor Dominador G. Esma, Jr., the Hon. Secretary of DSWD witnessed by Her Excellency President Gloria Macapagal-Arroyo shall have MOA signing in the implementation of this program at Malacañang Palace, Manila.

            Before the year ends, these 500 household beneficiaries will receive their first monthly financial assistance until five (5) years or up to 2014. Each household beneficiary shall be issued 4Ps ATM ID Card provided by Land Bank to safeguard their interest and they shall follow the conditionalities set by the program otherwise it shall be the basis of termination and be excluded in the program.

            Every 26^th day of October is the birthday of Barangay Poblacion, Alegria, Surigao del Norte. In this year 2009 Adlaw Nan Poblacion celebration, the following activities were undertaken by the Barangay Council headed by Barangay Captain Carmelita U. Casana:

1. The ceremonial cutting of ribbons of the newly completed covered court with funding assistance from the Provincial Government of Surigao del Norte in the amount of P 800 thousand;
2. The 1^st Gov. Robert Ace S. Barbers  Lake Mainit Bangkathon Open participated in by 30 fishermen in the Lake Mainit area;
3.  Chess Tournament participated in by local residents of Alegria as added attraction with minimal prizes at stake to boost participation.

            In the same manner, the Local Government Unit of Alegria through the leadership of Hon. Mayor Dominador G. Esma strongly supported Barangay Poblacion by immediately installing street lights going to the boat landing facility from its 20% municipal development fund in support of this memorable event ever held in this town.

            Today, the Poblacion FMR towards the boat landing facility is now lighted up that even during night time; people are flocking to the place.

            Through coordination and support among religious and government sectors, the blessing and cutting of ribbons of the newly completed tennis court located inside the municipal grounds and the farm to lakeshore road with fish landing facility at Brgy. Poblacion on July 20, 2009 were successful. No less than Bishop Antonieto D. Cabahug, SVD of Surigao del Norte assisted by Alegria Parish Priest, Rev. Fr. Nick B. Penados was the one who blessed the completed projects attended by the municipal officials headed by Mayor Dominador G. Esma, Jr., barangay officials, government employees, civic and religious sector and the public.

            Funds in the construction of the Farm to Lakeshore Road with fish landing came from the Department of Agriculture in the amount of 5 million pesos with equity counterpart of the Local Government Unit of Alegria in the amount of 650 thousand pesos. Today, farmers and fishermen are now enjoying the economic benefits the project had extended. Besides, local visitors can easily reach beside the lake and witness the beautiful sunset during good weather and feel the fresh air in the area.

            Likewise, the newly completed tennis court is being funded jointly by the Department of Agriculture, the Local Government Unit of Alegria and Greenstone, Inc. in the amount of 230 thousand pesos. This project is being conceived as additional sport facility to Alegriahanons who are enthusiastic of playing tennis.

            Under the leadership of ABC President, Hon. Ferdinand L. Angob, Barangay Captain of Julio Ouano with the full support of his Barangay Officials and constituents constructed recently the 528 linear meters of concrete line canal situated at Sitio Happiness from its barangay development fund in the amount of Php170,000.00 with counterpart fund from the 20% municipal development fund of LGU Alegria in the form of construction materials amounted to Php80,000.00 through the approval of Hon. Mayor Dominador G. Esma, Jr. and another counterpart fund of Congressman Romarate in the amount of Php30,000.00. The total project cost after its completion amounted all in all to Php280,000.00.

            The rationale behind the construction of this concrete canal is to solve the perennial problem of street flooding in the area during the months of December and January. By now, the completed line canal would ease the problem of water run- off in the area that will protect the street from any form of destruction caused by over flooding.

            In another development, Barangay Julio Ouano is undergoing rehabilitation works of its local water system with fund assistance from Congressman Guillermo A. Romarate in the amount of Php200,000.00 with Php15,000.00 barangay fund counterpart  to complete the repair and upgrading of its water line system. According to the Barangay Captain, the status of the project has a completion rate of 80% as of October 14, 2009 and is expected to be completed within this month.

Barangay Captain Angob said, he is very thankful to Mayor Esma and Congressman Romarate of extending their assistance to his barangay.

MUNICIPAL AGRICULTURE OFFICE DISTRIBUTED VEGETABLE SEEDS TO 12 BARANGAYS

Senator Mar Roxas Brief Visit to LGU Alegria

Senator Mar Roxas tagged as Mr. Palengke made a brief visit to the Municipality of Alegria. He met the municipal and barangay officials led by Mayor Dominador G. Esma, Jr., Vice-Mayor Ernesto Odjinar, Sr. and Provincial Board Member, Atty. Carlos Egay, Jr. He was enthusiastically welcomed by the people during his first visit to the municipality after he was elected as Senator in the 2004 elections. Senator Roxas was quickly invited by Mayor Esma to see the actual situation of Alegria Central Public Market wherein he was able to talk personally with the vendors. (more)

Lumondo Falls and Eco-park were recently visited by two (2) giant television networks operating in most cities in the Philippines and abroad, the ABS-CBN and GMA-7. LGU ALEGRIA ACQUIRED TRANSPORT VEHICLES

BIRTHING AND TB DOTS CLINICS IN ALEGRIA FORMALLY OPEN
Mayor Dominador G. Esma, Jr. responded to the call of the Department of Health to establish a Birthing Clinic to cater pregnant women in order to control mortality of women giving birth likewise to still birth or death of newly born babies due to lack of medical services during and after the delivery period. It has been experienced that records of mortality cases appeared due to lack of medical preparations before giving birth. It is now discouraged to pregnant women to deliver in homes but to avail of the birthing clinic services. (continue)

4 Barangays in Alegria Recipient of USAID-Gem Projects

For calendar year 2009, four (4) barangays in the Municipality of Alegria are soon to implement projects funded by the United States Aid for International Development (USAID) under the Growth Equity for Mindanao fund allocation. Qualified barangays to receive of this kind of foreign assistance were those enrolled and identified as KALAHI barangays. (continue)

FLASHFLOODS AND LANDSLIDES DUE TO HEAVY RAINFALL BROUGHT DAMAGE TO HOUSES, CROPS AND INFRASTRUCTURES IN ALEGRIA

Continuous rains coupled with strong easterly winds that started January 12, 2009 and ended up January 16, 2009 (weeklong heavy rainfall) in most parts of Mindanao brought damage to houses, agricultural crops and infrastructures. For the first time, the Girls Scout of the Philippines Surigao del Norte Chapter held its provincial encampment in the Municipality of Alegria as the host district in coordination of the local government unit on September 30 to October 3, 2009 at the Alegria Central Elementary School (ACES) grounds participated in by 12 DepEd districts in the mainland municipalities of the province including Surigao City.

During the 1st day, a grand parade was displayed with more than 700 girl scouts attended the occasion and was followed by an opening program wherein no less than Hon. Mayor Dominador G. Esma, Jr. welcomed the guests and participants of this scouting event.

During the closing ceremony in the afternoon of October 3, 2009 held at the ACES Stage, Hon. Provincial Board Member Regina G. Alaan, the incumbent GSP Council Chairperson of Surigao del Norte conveyed her heartfelt thanks and gratitude to Hon. Mayor Dominador G. Esma, Jr., Municipal and Barangay officials, the Alegria DepEd District Teaching Staff headed by District Supervisor Rosario P. Benitez, who in one way or the other extended their hospitality and strong support in the success of this scouting activities.

Municipal officials and employees of LGU Alegria doing planting activity in their designated area to be planted with 5 mahogany seedlings on September 19, 2009 at Brgy. Poblacion to Lakeshore Road.

   In support to the Clean-Up Surigao Campaign and Advocacy for Clean Environment & its Sustainability (ACES) Program of the Provincial Government of Surigao del Norte, the local government unit of Alegria readily accepted/implemented this environmental campaign and program and the same was advocated to the 12 barangays of the municipality under similar program tagged as Environmental Sustainability and Management of Alegria (ESMA) Program.

            Last year (2008), LGU Alegria participated in the 1^st Clean-Up Surigao campaign drive which targeted the municipal public market as the area to be cleaned up with assorted garbage spearheaded by the municipal officials led by Mayor Dominador G. Esma, Jr., LGU employees, barangay officials and the public. The LGU also actively involved in the province wide search for the Cleanest & Greenest Municipality of which Alegria was awarded as one of the top performing LGU and obtained special award as the Cleanest Public Toilet among the 21 municipalities of the province.

Hon. Mayor Dominador G. Esma, Jr. leads the tree planting activity during the 2nd year commemoration of Clean-Up Surigao environmental program.

            On September 19, 2009, LGU Alegria observed the 2^nd Clean-Up Surigao campaign and this time, the area targeted for garbage collection was at the newly completed Poblacion to Lakeshore FMR road with docking area and simultaneously, tree planting was conducted along the roadside headed by no less than the Municipal Mayor, Hon. Dominador G. Esma, Jr.. Each employee had been given a quota to plant 5 mahogany seedlings at a distance of 2 meters apart going to the lakeshore direction with an approximate distance of 400 meters.

            During the 2^nd search for the Cleanest & Greenest municipality that falls in the last quarter of this year 2009, it is the commitment of LGU Alegria to participate in the  environmental program of the province.

            Every year, the Department of Interior and Local Government (DILG) Surigao del Norte Provincial Office, National Police Commission (NAPOLCOM), Provincial Government of Surigao del Norte and Non-Governmental Organizations from Civic and Religious Sectors conducted monitoring, evaluation, and search activities for 2009 Most Outstanding Barangay   Peace and Order Council and 2009 Most Outstanding Barangay Lupon Tagapamayapa in the entire province comprising of 335 barangays.

            The Search and Evaluation Team is chaired by the Provincial DILG with members coming from the Provincial Government of Surigao del Norte and representatives of NAPOLCOM and 2 Non-Governmental Organizations.

            During the selection process, each Municipal DILG Offices of the 20 municipalities of the province made the initial selection who among the barangays in their area of jurisdiction be made contestant in the provincial level. Then, the Search and Evaluation Team formed for this purpose will conduct on site visitations and evaluate their records submitted based on criteria and guidelines set by DILG.

            For this year 2009, top 3 barangays were awarded with certificates of recognition and cash awards as Most Outstanding Barangay Peace and Order Council and Most Outstanding Lupon Tagapamayapa.

            The following top 3 performers of the 2 categories were the following:

For Most Outstanding Peace and Order Council

            1^st placer was awarded to Barangay Poblacion of the Municipality of Bacuag with  cash award of P 15,000.00 and plaque.

            2^nd placer was awarded to Barangay Dayaohay of the Municipality of Pilar with  cash award of P 10,000.00 and plaque.

            3^rd placer was awarded to Barangay San Pedro of the Municipality of Alegria with  cash award of P 5,000.00 and plaque.

Hon. Cheryl W. Zamora, Barangay Captain of San Pedro, Alegria, Surigao del Norte with Hon. Mayor Dominador G. Esma, Jr. received the plaque of recognition as 3rd placer with a cash award of P 5,000.00 from the Search and Evaluation Team chaired by DILG Provincial Director Rodulfo P. Nasi on September 1, 2009 at the Provincial Convention Center, Capitol, Surigao City.

  For Most Outstanding Lupon Tagapamayapa

   1^st placer was awarded to Barangay Poblacion of the Municipality of Bacuag with  cash award of P 20,000.00 and plaque.

            2^nd placer was awarded to Barangay San Isidro of the Municipality of Mainit with  cash award of P 15,000.00 and plaque.

            3^rd placer was awarded to Barangay Julio Ouano of the Municipality of Alegria with cash award of P 10,000.00 and plaque.

            Cash awards came from the funds of DILG as incentives to good performing barangays in the Province of Surigao del Norte. This is a nationwide search; however, this is done by provinces.

Hon. Mayor Dominador G. Esma, Jr. and Hon. ABC President Ferdinand L. Angob, Barangay Captain of Julio Ouano, Alegria, Surigao del Norte received from Hon. Governor Robert Ace S. Barbers the plaque of recognition and cash award of P 10,000.00 as DILG Secretary Ronnie Puno, Congressmen Romarate and Matugas witnessed the awarding on August 26, 2009 at the Provincial Convention Center, Capitol, Surigao City during the 1st Liga Ng Mga Barangay Congress sponsored by the two congress legislators in coordination with Prov’l. DILG Office and Surigao del Norte Provincial Government.

Alegriahanons witness another milestone of development effort when Local Government Unit (LGU) of Alegria formally opens the ALEGRE Diner and Grill, another economic enterprise facility managed and operated by the Municipal Economic and Enterprise Office (MEEDO) of the LGU- Alegria.

This enterprise project is funded under the 20% Municipal Development Fund  while Mr. Hermito O. Adlawan graciously donated Php 270, 000.00 for the instruments and acoustic facilities for the restaurant.  Said completed project has a total project cost of Php 850,000.00 .

Rev. Fr. Nicolas B. Penados, DSC led the celebration of Holy Mass and blessing of the restaurant during its grand opening on the afternoon of August 28, 2009.

Cutting of ribbons led by Municipal Mayor Dominador G. Esma Jr., special guest Gregory Charles Edwards and Vice-Mayor Ernesto C. Odjinar, Sr. together with the municipal officials and employees was one of the highligths of the said activity.

Said inauguration was also attended by invited visitors coming from the different barangays of the municipality and nearby towns.

 OTOP took centers stage during the 41^st Adlaw nan Alegria celebration dubbed KABIBO Festival last June 11, 2009 at the Municipal Grounds, Alegria, Surigao del Norte.

Alegria is aptly referred as the rice bowl of Surigao del Norte, thus it is no wonder that under the leadership of Mayor Dominador G. Esma, Jr. the municipality adopted RICE as their OTOP.

KABIBO stands for Kape, Bibingka, and Bodbod – food products made from rice. During the festival, booths were set up by the barangays displaying an array of uniquely prepared KABIBOs. Free foods tasting were offered to the crowd, adding merriment to the occasion.

A food preparation contest highlighted the occasion wherein each Barangay prepared KABIBO using recipes that were family heirlooms or personally developed by the contestants. Aside from certificates and cash incentives, winners of the best Kape (rice beverage), Bibingka and Bodbod contest will get marketing assistance from the local government unit. It has committed to serve KABIBO products during LGU-sponsored functions and will place orders from the winners.

Likewise, Four Diamonds Organic Rice was formally introduced in the market. In addition to the 25 kg and 50 kg bags, organic rice in 2 kg bag were also made available for consumers who prefer to buy retail. The Department of Trade and Industry (DTI) provide the new label design for the 2 kg rice bags.

According to Councilor Suzeth Zamora-Dagcuta, the lady behind the successful launching of Alegria OTOP, in the pipeline is product development clinics for KABIBO, marketing tie-up with grocery stores for organic rice and establishment of an LGU-operated restaurant where Alegria OTOP products will be on sale.

Barely, a few months after being amended, Alegria’s OTOP is on its way to make waves in the market.

This just goes to show that an aggressive and committed LGU makes for the successful OTOP.
