			<content:encoded><![CDATA[<p style="text-align:center;"><strong>LAUNCHING OF THE ALEGRIA TRANSPORT TERMINAL</strong></p>
<p style="text-align:justify;">April 4, 2011 was indeed a day for all Alegriahanons to celebrate. The most anticipated launching of the Alegria Transport Terminal has finally taken place. At 10 o clock in the morning the Transport Terminal was blessed by Fr. Almaquio R. Alaan II, our Parish Priest. And exactly 2 o’clock in the afternoon, the ribbon cutting ceremony took place and the said event was graced with the presence of our beloved Governor Hon. Sol F. Matugas, Atty. Rene K. Burdeos Regional Dir.- DILG XIII, Prov. Dir. Domingo Bulabog- DILG and Engr. Renelou Jaranilla. Gov. Matugas gave a very inspiring message upon the opening of our income generating project, referring our Municipality, Alegria, as the model municipality of Surigao del Norte upon accomplishing a very big project in just a few years time. All thanks and cheers to the people behind the accomplishment of the project.</p>
<p>&nbsp;</p>
<p style="text-align:justify;">It was indeed a time of great celebration for our town. At the same time, the launching of the Alegria Water Supply Level III took place. The event was at the same time graced with the distinct personalities of our province.</p>

			<content:encoded><![CDATA[<p style="text-align:center;"><strong>FIVE PROGRAMS WERE LAUNCHED IN THE MUNICIPALITY</strong></p>
<p style="text-align:justify;">Five big programs here in our municipality were launched last April 4, 2011. The clean program of our municipality&#8221; <strong>KALIMPYO UG KAHAPSAY SA SURIGAO – ALEGRIA</strong><strong>&#8220;</strong><strong> </strong>and the program against schistosomiasis titled &#8220;<strong>AKSYON BATOK SISTO (ABS) PROGRAM</strong> which was spearheaded by the Rural Health Unit of our municipality headed by our Municipal Health Officer Dr. Edgardo Navaro Samson III. In line with this program, all employees and in the LGU took part in beautifying the surroundings of the municipal hall. The launching of the sisto program marks the start of the mass treatment for all Alegriahanons against schistosommiasis.</p>
<p style="text-align:justify;">Together with the programs of our RHU, the groundbreaking of the <strong>SPECIAL CHILD LEARNID CENTER AND SENIOR CITIZEN BUILDING</strong> took place. This was spearheaded by the Municipal Social Worker and Development Office headed by Ms. Arlyn Pasia- Gabeligno.</p>
<p style="text-align:justify;">The launching of the <strong>ALEGRIA WATER LEVEL SUPPLY SYSTEM LEVEL III AND THE ALEGRIA INTEGRATED TRANSPORT TERMINAL </strong>which are both spearheaded by the Municipal Planning Development Office headed by our Municipal Plannig and Development Coordinator Mr. Edipolo A. Mosquito Jr. also took place.</p>

<p>1.         The Government of the Philippines (GOP) <em>has received</em> a Loan<em> </em>from the World Bank toward the cost of Mindanao Rural Development Program II, and it intends to apply part of the proceeds of this Loan to payments under the contract for <em>Rehabilitation of San Juan-Danao FMR, Identification No. 05-ALE-SDN-11</em></p>
<p>2.         The <em>Municipality of Alegria</em>, implementing partner of the Department of Agriculture, now invites sealed Bids from eligible Bidders for <em>Rehabilitation of San Juan-Danao  FMR.</em><a href="#_ftn1"><sup><sup>[1]</sup></sup></a> Completion of the Works is required by <em>60 calendar days.</em></p>
<p>3.         Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act.  Subject to exceptions stated in this Bidding Documents, all Bids will be opened. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.  The Estimated Project Cost for this project is           Php1, 757, 000.00<em>. One Million Seven Hundred Fifty Seven Thousand Pesos.</em></p>
<p>4.         The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instructions to Bidders.</p>
<p>5.         Interested eligible Bidders may obtain further information from the Bids and Awards Committee and inspect the Bidding Documents at the address given below <em>from 9:00 am to 4:00 pm, Mondays to Fridays.</em></p>

<p>6.         A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee of   <em>Php 2,000.00 </em>.  The Bidding Documents shall be received personally by the bidder or his authorized representative on or before <em>February 24, 2011 4:00 P.M.</em>.</p>

<p>7.         The <em>Municipality of Alegria </em>will hold a Pre-Bid Conference open to all Eligible Bidders on <em>9:00 A.M., February 11, 2011.</em> at the following address <em>Alegria Municipal  Development Center, Alegria, Surigao del Norte.</em></p>
<p>8.        Eligible Bidders must submit their Bids at the address below on or before 9<em>:00 A.M, February 25, 2011</em>.  All Bids must be accompanied by a Bid security in the form of cash, certified (manager’s or cashier’s) check, bank guarantee<em> </em>and in an amount specified in the bid documents.<sup> </sup>Late Bids shall not be accepted.  Bid opening shall be on 9<em>:00 A.M, February 25, 2011. </em>Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 9<em>:00 A.M, February 25, 2011.</em></p>

<p><strong>“ RESOLUTION APPROVING THE ANNUAL INVESTMENT PLAN (AIP) AND ITS YEARLY WORKPLAN AND BUDGET OF THE 20% MUNICIPAL DEVELOPMENT FUND FOR CY 2011 OF THE MUNICIPALITY OF ALEGRIA, SURIGAO DEL NORTE”.</strong></p>
<p><strong> </strong></p>
<p><strong>WHEREAS,</strong> the Annual Investment Plan and Budget of the 20% Municipal Development Fund from the 2011 Annual Budget of LGU Alegria, Surigao del Norte is hereby allocated for the plans, programs and activities in the development of communities;</p>
<p>&nbsp;</p>
<p><strong>WHEREAS,</strong> the Local Government Unit of Alegria has appropriated the amount of SIX MILLION TWO HUNDRED NINETY ONE THOUSAND FIVE HUNDRED TWENTY SIX PESOS (Php 6,291,526.00) of the 20% Municipal Development Fund;</p>
<p>&nbsp;</p>
<p><strong>WHEREAS,</strong> after thorough deliberation, review and evaluation of the MDC members of the plans, programs and activities in the Annual Investment Plan for CY 2011;</p>
<p>&nbsp;</p>
<p><strong>WHEREFORE: BE IT RESOLVED AS IT IS HEREBY RESOLVED</strong> to approve the Annual Investment Plan (AIP) and its yearly Annual Work Plan and Budget (AWPB) of the 20% Municipal Development Fund for calendar year 2011 in the following detailed items, as follows:</p>

<p>1.             The Government of the Philippines (GOP) <em>has received</em> a Loan<em> </em>from the World Bank toward the cost of Mindanao Rural Development Program II, and it intends to apply part of the proceeds of this Loan to payments under the contract for <em>Rehabilitation of Alipao-Danao (Poctoy) FMR, Identification No. 06-ALE-SDN-10</em></p>
<p>2.             The <em>Municipality of Alegria</em>, implementing partner of the Department of Agriculture, now invites sealed Bids from eligible Bidders for <em>Rehabilitation of Alipao-Danao (Poctoy) FMR.</em><a href="#_edn1">[i]</a> Completion of the Works is required by <em>80 calendar days.</em></p>
<p>3.             Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act.  Subject to exceptions stated in this Bidding Documents, all Bids will be opened. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.  The Estimated Project Cost for this project is <em>Three Million Seven Hundred Nine Thousand Pesos(</em> Php 3,709,000.00)<em>.</em></p>
<p>4.             The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instructions to Bidders.</p>
<p>5.             Interested eligible Bidders may obtain further information from the Bids and Awards Committee and inspect the Bidding Documents at the address given below <em>from 9:00 am to 4:00 pm, Mondays to Fridays.</em></p>
<p><em> </em></p>
<p>6.             A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee of   <em>Php 3,000.00 </em>.  The Bidding Documents shall be received personally by the bidder or his authorized representative on or before <em>February 18, 2011, 9:00 A.M.</em>.</p>
<p>7.             The <em>Municipality of Alegria </em>will hold a Pre-Bid Conference open to all Eligible Bidders on <em>9:00 A.M., February 9, 2011.</em> at the following address <em>Alegria Municipal  Development Center, Alegria, Surigao del Norte.</em></p>
<p>8.        Eligible Bidders must submit their Bids at the address below on or before 9<em>:00 A.M, February 21, 2011</em>.  All Bids must be accompanied by a Bid security in the form of cash, certified (manager’s or cashier’s) check, bank guarantee<em> </em>and in an amount specified in the bid documents.<sup> </sup>Late Bids shall not be accepted.  Bid opening shall be on 9<em>:00 A.M, February 21, 2011. </em>Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at Alegria Municipal Development Center, Alegria, Surigao del Norte.</p>

<p>The <em>Municipality of Alegria</em>, through the <em>CARAGA Integrated Development Program(CDIP) of the Department of Agriculture </em>intends to apply the sum of <em>Two Million Two Hundred (ph2,200,000.00) pesos</em> being the Approved Budget for the Contract (ABC) to payments under the contract for <em>the Rehabilitation and Construction of San Pedro-Danao FMR</em>. Bids received in excess of the ABC shall be automatically rejected at bid opening.</p>
<p>&nbsp;</p>
<p>The <em>Municipality of Alegria </em>now invites bids for <em>the Rehabilitation</em> and Construction of San Pedro-Danao FMR (1,320 linear meters) with the description item 100(Clearing and Grubbing); item 105 (Excavation for Roadway and Drainage); item 104 (Embankment); item 405-1 (Concrete Structure Class A); item 505(5) (Grouted Riprap; and item 200 Aggregate Sub-Base Course. Completion of the Works is required within 50 calendar days. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.</p>

<p>Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.</p>

<p>Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.</p>

<p>The office of the Municipal Population of Alegria, through the all-out support of the local chief executive, Hon. Dominador G. Esma, Jr., conducted a pilot training on Learning Package on Adolescent Health and Development (LPPEAHD) held last August 4, 2010 at the Municipal Development Center, Alegria, Surigao del Norte which was participated in/attended by fifteen (15) couples of whom were the chosen few from among the students’ parents of Alegria National High School.</p>
<p>&nbsp;</p>
<p>The training is an apt and timely response to the challenges of our young people who are living in an environment of constant change. Adolescents are exposed to various kinds of vulnerabilities, particularly those related to sexuality and reproductive health. As such, they need understanding, guidance and support from their parents. Specifically, the parents should provide these needs to their adolescent children.</p>
<p>&nbsp;</p>
<p>The implementation of this program will highlight the role of parents as the primary source of accurate and sound information as they prepare their children to become responsible adults and citizens, equipping parents with sufficient knowledge and skills in promoting the program and strengthen the bonding between parents and adolescents, and also a recognizing that parents should invariability be the perfect role models for good and responsible behavior to their children.</p>

<p>The training cost amounted to Ten thousand eight hundred thirty- eight (Php 10,838.00) extracted from the 20% development fund (Support to Population) budget. We have five (5) facilitators including the Municipal Population Officer of this municipality. These were Mr. Juan T. Naldoza, CAO-III, Mrs. Perla S. Quisido, CAO-I, Mrs. Emma Aguila , CAA-I, Mrs. Joan R. Langtao, Mun. Population Officer of Placer, and Mrs. Janice A. Arellano, Mun. Population Officer of Dapa, Surigao del Norte, all of them are under the direct supervision of Mr. Antonio Tiu, the provincial Social Services Officer, Province of Surigao del Norte.</p>

<p style="text-align:justify;">In response to the call for change by joining Civil Service Commission in providing Responsive Accessible Courteous and Effective (RACE) public service, the Local Government Unit of Alegria, surigao del Norte, spearheaded by the Local Chief Executive through the office of the Human Resource Management conducted a re-orientation seminar on RA 6713 otherwise known as “CODE OF DONDUCT and ETHICAL STANDARDS for government officials and employees” for all officials and employees last August 23, 2010. The Human Resource Management aims to promote a paradigm shift of all employees especially towards their working attitudes. The new assigned Director Noemi Rabe- Torres was the one facilitating the seminar. It was attended by forty –two (42) permanent employees and six (6) elected officials, namely; Mayo-Mayor Dominador G. Esma Jr. who was actively listening, Vice- Mayor Uldarico Uriarte Jr., SB Members Hon. Reynaldo Ugay, Hon. Edgar Opalia, Hon. Ernesto Odjinay Sr. and Hon. Jerry Bacud.</p>
